He holds the office. He does not hold this district.

He is not, however, the incumbent of the district on the ballot this November. He has never stood before these voters. Not one person in the counties added to this district has ever cast a ballot for him or against him, and until this year not one of them could hold him accountable for anything. An incumbency is not a title. It is a relationship with a specific set of voters, built over time. His was built somewhere else.

HIS OWN COUNT: EIGHT OF THIRTEEN

We do not have to characterize this. He did it himself.

Speaking to Alabama Daily News about the district he now has to win, Figures said that eight of the thirteen counties he currently represents are in the new district, and acknowledged that it adds counties he has not represented.

Eight of thirteen. By his own arithmetic, a third of the district he represents today is not in the district he is running in, and a substantial part of the district he is running in has never been his.

He offers that as a strength. Read it again as a voter in one of the counties that is new to him.

WHAT THAT DOES TO A POLL

The Democratic Congressional Campaign Committee — his own party's House campaign arm — sponsored a poll of this race. Figures 46, Rhett Marques 46, eight percent undecided.

When that number landed, the reflex was to call it an incumbent slipping. It is not. The Cook Political Report rates this district R+7. A Democrat starting even in an R+7 district he has never run in is not slipping. He is starting roughly where a new candidate starts, because to most of these voters that is exactly what he is.

We said when that poll landed that it decides nothing. It still decides nothing. But it is not the number of a man who has this seat locked.

THE CAMPAIGN HE IS ACTUALLY RUNNING

Look at where he has been. A Washington Update to the Montgomery Area Chamber of Commerce. Young professionals in Phenix City. A farmers' town hall in Troy. And a joint town hall at Troy University with Doug Jones.

That last one is the one worth reading closely. Figures and the Democratic nominee for governor spent the evening on redistricting and on expanding Democratic outreach into communities the party has not worked before — a strategy of driving turnout beyond the traditional Democratic base.

That is a turnout operation. It is not a record.

And it is precisely the campaign you run when you have no incumbency in the district to run on.

THE TELL

A candidate who believes his record has earned him these voters spends the fall reminding them of it.

A candidate who knows most of them have never voted on him spends the fall trying to assemble enough new voters to get to fifty percent plus one.
